In your example of "recruit 3 units from the current era or 4 from the previous one", if you start by recruiting 2 units of your era the bar will show 2/3. ![]() There is only one progress bar and it shows the option for which you have progressed further. I am pretty sure you can mix and match, (ie start completing one option, but satisfying the quest condition with the other option), I am sure I have done so before.
